The ruling on shaving the Head and cutting the Hair for 'Umrah

Question :

What is the ruling on shaving the head or cutting the hair in reference to 'Umrah?

Answer:

Shaving the head or cutting the hair in reference to 'Umrah is obligatory because when the Prophet ﷺ came to Makkah for the Farewell Hajj and performed Tawaf and Say, he commanded everyone who did not bring the sacrificial animal to cut his hair and then shave it (later for Hajj). Since he commanded them to cut their hair, and the fundamental principle is that the command is for obligation, this proves that the hair must be cut. Another proof for this is that when they were prevented from performing 'Umrah during the expedition of Al-Hudaibiyyah, the Prophet ﷺ commanded them to shave their heads. He even became angry when they were hesitant in doing that. In reference to whether it is better to cut the hair or shave it for 'Umrah, it is better to shave it, except for the person who is performing Hajjut-Tamattu' and he came late. In this case, it is better for him to cut his hair so that he can save some hair for shaving for the Hajj.
